Rooted at Northpoint to bring 30 affordable homes to Redmond, kick-off event Sept. 22

REDMOND, Ore. (KTVZ) -- A building kick-off event for Rooted at Northpoint is scheduled for Sept. 22 in Redmond, marking the next phase of development for the Northpoint Vista neighborhood.

The 40-acre mixed-income project in northeast Redmond will bring 445 new homes to the area, blending market-rate, workforce and affordable housing units.

Redmond was selected for Oregon's Affordable Housing Pilot Program in 2019, allowing the city to expand its urban growth boundary to accommodate the development. Deschutes County granted the land for Northpoint Vista. Under the pilot program requirements, at least 30% of the planned homes must remain affordable to households earning no more than 80% of the Area Median Income.

The City of Redmond contracted Edlen & Co. and deChase Miksis as the master development team to handle site and infrastructure design, entitlement assistance and infrastructure management. Redmond Mayor Ed Fitch emphasized the project's local focus.

“This project delivers real value for Redmond, creating a more attainable path to homeownership. The integrated master plan combines diverse housing with open space as well as much-needed housing in Northeast Redmond that brings residents closer to employment,” Fitch said. Mark Miksis, principal at deChase Miksis Development, highlighted the scope of the development team's efforts.

“Northpoint Vista is a meaningful project bringing 445 new homes to Redmond to create a truly mixed-income neighborhood with housing options for those at different stages of life and income levels. Together with our co-developer, Edlen & Co., the City of Redmond and our many project partners, we've worked to create a thoughtful neighborhood that supports the community's continued growth while expanding access to quality housing. We're excited to see the vision for Northpoint Vista start to take shape as a vibrant, connected neighborhood that will serve the Redmond community for years to come,” Miksis said.

Preparing the 40-acre site involves significant infrastructure work to accommodate future homes and planned neighborhood amenities. Organizations assisting with infrastructure and construction management include Taylor Northwest, DOWL and Redpoint Construction Management.

As part of the broader development, Northwest Community Housing Foundation and RootedHomes Community Land Trust are creating 30 permanently affordable homeownership opportunities on three acres through a community land trust model. Eliza Wilson, executive director at RootedHomes, described the collaborative effort required for the project.

“Northpoint is an example of what it will take to address the housing affordability crisis in Central Oregon: bringing many partners to the table, leveraging each organization's strengths and working collaboratively toward solutions that create lasting affordability and opportunity for our communities,” Wilson said. Dylan Moore, project manager at CS Construction, noted the contractor's role in developing the single-family units.

“Our project portion, Rooted at Northpoint, is an exciting opportunity to transform three acres of bare land into a new neighborhood for Redmond. Working alongside Northwest Community Housing Foundation, RootedHomes, the City of Redmond and OHCS, we're helping create 30 affordable single-family homes on a Community Land Trust model at a time when affordable housing is a top concern and need for Central Oregon. The building kick-off event is scheduled for 10:00 a.m. on Sept. 22 at 1400 NE Larch Avenue in Redmond. Further project information is available through the City of Redmond.
