COCC hit-and-run leads to 2 arrests

Thanks to a citizen’s tip, a Bend man was found and arrested in a raid on an apartment near Central Oregon Community College on Thursday. He’s accused of a wee-hours hit-and-run crash into an RV parked at the college with three people inside, as well as a tree, another parked car and the front doors of the Campus Center, police said.

Todd William Marshall, 37, was arrested in a raid on an apartment at the Awbrey Pines Apartments, 2500 NW Regency St. Apartment resident Velma Reyes, 31, was not in the red Mitsubishi that caused over $10,000 in damage at COCC, but she was arrested during the raid on charges she hid Marshall in her apartment, said Lt. Brian Kindel.

Police responded shortly after 2 a.m. to a report of a hit-and-run at COCC, Kindel said. The caller followed the car to the apartments, where he saw it park and a man go into an apartment.

Speed and alcohol are believed to be factors in the crash, Kindel said, adding that no one in the RV was hurt. Further charges are possible, pending results of toxicology tests, he said.

Marshall was taken to St. Charles-Bend for treatment of injuries sustained in the crash, then to the Deschutes County Jail on several charges, from hit-and-run (property damage) to first-degree criminal mischief, reckless endangering, reckless driving and a felony probation violation. He was held without bail on an out-of-county warrant, jail records showed.

Reyes was booked into the jail on charges of hindering prosecution and interfering with a peace officer.
