OSP offers details in La Pine-area standoff, arrest
Oregon State Police, aided by Deschutes County sheriff’s deputies, arrested a 28-year old man Monday night after a nearly six-hour standoff with the fugitive, barricaded inside his mother’s home northeast of La Pine, troopers said Tuesday as they revealed his name and more details about the sequence of events.
Around 1 p.m., the sheriff’s office notified OSP of a report that several dead deer in the La Pine area.
OSP Fish & Wildlife troopers were finishing the initial investigation when a trooper saw a 2005 Jeep Liberty driving recklessly in the area and tried to stop it. The driver failed to yield, tried to elude for a short distance, then stopped and ran into a home in the 17000 block of Cosset Loop northeast of La Pine.
Around 4 p.m., more personnel from OSP and the sheriff’s office responded to the scene and established a perimeter around the residence.
The man was identified as Jacob James Bowling, 28, who was known to have a felony warrant out of Clackamas County for probation violation on an original charge of third-degree robbery, troopers said.
Police on scene learned Bowling’s mother lived at the home and were concerned for her welfare. The area was secured by law enforcement for the duration of the incident, and OSP SWAT personnel responded to assist.
After several attempts during the evening to contact Bowling and his 55-year old mother, contact was made by phone with the suspect through Deschutes County 9-1-1. But attempted negotiations to get him to surrender and come out weren’t successful.
A search warrant was obtained with the assistance of the Deschutes County District Attorney’s Office. OSP SWAT executed the search warrant and took Bowling into custody without further incident, shortly after 10 p.m.
Troopers said Bowling’s mother was treated at the scene for a minor injury she said was sustained when she fell before OSP entered. She was not arrested.
Bowling, who was last known to be living in Scappoose, was taken to the county jail in Bend, where he was lodged on the felony warrant and local charges of reckless driving and attempting to elude police.
