Bend UGB technical panel members sought

The City of Bend has begun a new and more intensive process to adopt a new Urban Growth Boundary (UGB) and General Plan that complies with state law and represents the values of citizens of Bend.

The City of Bend is forming three Technical Advisory Committees (TACs) to provide input regarding the Bend Urban Growth Boundary Remand Order. The Remand Order from the State requires the City analyze and revise parts of a previously submitted UGB proposal.

The job of the TACs will be to provide recommendations to a UGB Steering Committee on a wide variety of subjects relating to land use and land need, transportation, legal issues, natural resource issues, infrastructure, and related topics.

Each TAC will have between 15 and 20 members with experience and interest in the subject matter explained below. Members will represent different perspectives within the community. TAC members may be interviewed as part of the selection process in order to create balanced and diverse representation.

The TACs will begin meeting in August, and will likely be finished in February/March of 2015. Some TAC members may be asked to participate through 2016.

Meetings will be held in Bend once a month, typically in the afternoons or evenings, and should last less than three hours. Meetings will be run by consultants and city staff. Additional reading outside of meetings is required.

The three TACs are described in more detail below. Applicants are encouraged to specify the TAC they would prefer.

Residential Lands TAC

This TAC will include people that have expertise in housing, affordable housing, housing markets and trends, and the development of housing. This TAC will address Remand Order issues related to park, school, and 20-year residential land needs, including consideration of the type and form of housing needed in Bend.

Employment Lands TAC

This TAC will include people that have expertise in industrial and commercial land development and trends, economic development, and Bend’s economy. This TAC will address issues related to the Bend’s 20-year employment land need and strategies to provide ongoing supplies of economic land.

Boundary and Growth Scenarios

This TAC will include people who have an interest and expertise in creating a legally defensible and locally acceptable UGB boundary expansion methodology to use to determine how and where the future UGB may be established. This TAC will also focus on how modeling tools will be applied to this task.
