Seaside police sergeant shot, killed; fellow officer kills suspect

A Seaside police sergeant was shot and killed Friday night while trying to arrest a man wanted on a felony assault warrant, and a fellow officer returned fire, fatally wounding the suspect, authorities said.

Clatsop County District Attorney Josh Marquis on Saturday identified the slain police officer as 39-year-old Sgt. Jason Goodding, a 13-year veteran of the department.

Authorities said the shooting happened as two officers were serving a warrant on the suspect for felony assault. The 55-year-old suspect pulled a gun and fired, and the other officer returned fire.

Marquis said it appeared the fatal shooting of the suspect was justified, but a full investigation is underway.

Marquis and Oregon State Police said Goodding and the other, as-yet unidentified officer were in uniform and made contact at 9:22 p.m. with Phillip Ferry, 55, of Seaside.

Troopers said Ferry was walking down Broadway and was known by the officers to have a felony warrant for his arrest on assault charges.

Goodding and the other officer tried to place Ferry under arrest, but he resisted and wouldn’t show his hands, the DA said. The other officer deployed his Taser. Ferry then fired a shot and struck Goodding. The other officer returned fire, firing three gunshots, and fatally wounded Ferry, Marquis said.

City spokeswoman Esther Moberg said earlier Saturday that the officer was taken to a hospital in Seaside and the suspect was taken to hospital in Astoria.

Goodding, who lived in Seaside, is survived by his wife and two school-aged daughters. He graduated from Sherwood High-School and he earned a Bachelor of Science in psychology from Portland State University.

Goodding was hired by the Seaside Police Department in April 2003. During his tenure, he worked as a patrol officer, detective and a patrol sergeant. He also dedicated time to his community by coaching several sports teams in the Seaside area, troopers said.

Senate Bill (SB) 111 establishes protocols when an agency is involved in an officer involved shooting investigation. SB 111 mandates a separate agency lead the investigation. The Oregon State Police has been asked to conduct the investigation with the assistance of the Clatsop County Major Crime Team.

The Major Crime Team is comprised of officers from Seaside Police Department, Astoria Police Department, and the Clatsop County Sheriff’s Office, Cannon Beach, Warrenton Police Department and the Oregon State Police.

OSP said no more information will be released on the officer-involved shooting until the investigation is completed.

The Oregon Fallen Badge Foundation will assist with the funeral of Sgt. Goodding, officials said. The date and time will be posted online at Flash News as soon as available.

Seaside is a resort town of about 6,500 people on the northern Oregon coast.
