Background:
The current mark-up formula for distilled spirits includes a $1.40 per case charge for the cost of shipping distilled spirits to stores. The proposed increase (.87 cents) is to capture the true average cost of shipping, which for 2018 is $2.27. The formula for case charge has not been changed since 1993. With a forecast of 7.4 million case sales total in the 2019-21 biennium, this could generate an additional $6.4 million in net revenue. Surcharge revenue is distributed to the state General Fund.
