An alleged reckless driver with a female passenger trying to escape refused to pull over for Prineville police on Tuesday afternoon, leading to a high-speed chase and eventual arrest on several charges, including kidnapping, officers said Wednesday.

Police tried to stop a 2006 Hyundai in the area of Northwest Beaver Street for reckless driving around 2:30 p.m., Sgt Shane Wilson said.

The driver, later identified as Lawrence Mark Stroud, 36, of Prineville, refused to yield, Wilson said. The pursuit continued south on Main Street and continued onto Highway 27 at a high rate of speed, he said.

Officers saw a female passenger try to escape from the car as it continued south, later telling police she feared for her life.

Stroud slowed to a stop near milepost 7.5, pulling to the shoulder as the passenger tried to get out while it was still moving.

Wilson said Stroud was taken into custody and booked into the Crook County Jail on charges of attempting to elude police, reckless driving, reckless endangering and second-degree kidnapping. He was held without bail on a parole violation. He also was issued citations for several traffic violations during the pursuit, which resulted in no injuries or property damage.

The sergeant said Prineville police want to thank the Crook County Sheriff’s Office for their assistance.

Any more information about the incident can be reported to the case agent, Officer Clayton Hagen, at 541-447-4168, or visit the agency’s Facebook page at https://wwww.facebook.com/PrinevillePD/.

Nearly six years ago, Stroud refused to pull over for a traffic stop in Prineville and was pursued through the Ochoco Heights area. He was eventually stopped when police used spike strips to deflate his pickup’s tires, authorities said.
