Ex-Jefferson County Jail deputy arrested on rape charges

A recently fired Jefferson County corrections deputy was arrested Friday in Washington County on rape and sodomy charges, accused of assaulting a woman in 2015 and later posting video of the attack online. Authorities said he also uploaded intimate photos of several other women, also without their knowledge.

Washington County sheriff’s detectives received information Oct. 15 about an “intimate video” posted online without the consent of the woman in it.

The sheriff’s office said investigative detectives learned that Jorge Serrano, now 28, worked as an armed security guard in the Portland area from July 2014 to June 2015, assigned to patrol various residential and commercial areas.

While on duty in the spring of 2015, Serrano came across a tenant of a Hillsboro apartment complex. Deputies said he drove the tenant to a nearby building and engaged in sexual acts, which he recorded and later posted online without her knowledge.

After his shift ended, Serrano met the woman again and allegedly sexually assaulted her while she was unconscious, deputies said.

Serrano worked as a corrections deputy with the Jefferson County Sheriff’s office from July 2017 to November of this year. Washington County detectives learned he uploaded the video during that time, but said they learned he’d been terminated before the allegations came to light.

Sheriff’s detectives arrested Serrano Friday morning on one count of first-degree rape and three counts of first-degree sodomy during a raid of his home in Woodburn. He was jailed on $250,000 bail, and deputies said more charges are possible as the investigation continues.

Jefferson County Undersheriff Marc Heckathorn said Serrano was a former employee of both the sheriff’s and district attorney’s office between Jan. 3, 2017, and his termination on Nov. 14.

Heckathorn said county officials were not aware of the criminal investigation until he was contacted Nov. 29 by a Washington County sheriff’s detective.

Washington County sheriff’s detectives said they are working with Oregon State Police to investigate intimate photos and videos of several woman Serrano uploaded to the internet without their knowledge. That investigation is also ongoing.

Investigators are working to identify the women in the photos and believe there are likely additional victims. Anyone with information is asked to call the Washington County Sheriff’s Office at 503-846-2700.
