Stolen handgun leads to pair of SW Bend raids, 11 arrests

The theft of a handgun from a northeast Bend apartment led to a pair of raids Saturday at homes in southwest Bend and the arrests of 11 people on theft, weapons, drug and other charges, including a recent string of counterfeit bill-passing, police said.

A 56-year-old Bend man reported around 3:15 p.m. Friday that a Hi Point-handgun had been stolen from his apartment at the Crest Butte Apartments on Northeast Purcell Boulevard, Lt. Jason Maniscalco said. The man suspected his son, Kevin Duvall, 29, and daughter-in-law Shyann Duvall, 24, had stolen the gun.

Maniscalco said officers previously received information that Shyann Duvall was responsible for using counterfeit $20 bills passed in Bend in recent weeks.

Shortly before 9 a.m. Saturday, Bend police responded to an address in the 30 block of Northwest Irving Avenue on a report of two unwanted adults at the location and contacted Kevin and Shyann Duvall. Both were arrested on charges related to the stolen gun and Shyann Duvall also was charged in relation to the stolen money, but the gun was not found.

Both were booked into the Deschutes County Jail. Kevin Duvall was charged with first-degree theft and felon in possession of a firearm. He was held without bail late Saturday for a parole violation. Shyann Duvall was arrested on first-degree charges of forgery and theft. She remained held on $10,000 bail on the theft charge.

Maniscalco said further investigation found that Benjamin Guy Perry, 43, was in possession of the stolen handgun and was believed to be staying at two southwest Bend homes, in the 61300 block of Huckleberry Place and the 60900 block of Lodgepole Drive.

While officers conducted surveillance at the homes, they contacted Keanna Jay Brown, 21, in her car leaving the Lodgepole address. She was arrested on an outstanding warrant and for methamphetamine possession. She remained jailed early Sunday on heroin and meth possession charges, with bail totaling $30,000.

Around 12:15 p.m. Saturday, police arrested Perry at the Huckleberry address, where the stolen handgun was found. He was arrested on an outstanding warrant, as well as felon in possession of a firearm and heroin delivery within 1,000 feet of a school. He remained held at the jail on $50,000 bail early Sunday, also on a charge of attempting to elude police in a vehicle.

Three others were contacted and arrested at the home. They include Jordan Weigel, 25, and Omar Pacheco-Garcia, 25, jailed on unrelated arrest warrants, and Shaneeze Marie McConnell-Dibben, 21, charged with heroin possession. Weigel was held without bail on a probation violation and Pacheco-Garcia on a parole violation.

Around 4:45 p.m. Saturday, Bend police and members of the Central Oregon Emergency Response Team (CERT) served a search warrant at the Lodgepole Drive home, where four people were arrested and drug paraphernalia was collected as evidence.

They included Ivan Snegirev, 46, and Cameo Marsh, 36, who were taken into custody on unrelated arrest warrants. David Reynolds Durand, 41, and Charles Gabriel Anderson, 49, were arrested by citation on meth possession charges and released, Maniscalco said. Snegirev was held on $5,000 bail, charged with criminal driving with a suspended or revoked license.

Police said Sunday the stolen gun was passed around to others in the area and used as trade for drugs such as meth and heroin.

“The neighbors were very happy with us being in the area, especially the Huckleberry house,” Sgt. Rob Emerson said. “When we were clearing the scene, a lot of neighbors came out and gave our officers a standing ovation. It’s a nice neighborhood, and the house had been pretty problematic.”
