Redmond pair arrested on drug, other charges

A woman’s arrest on drug, forgery and ID theft charges at her southwest Redmond home Friday afternoon led to a standoff with her boyfriend, who ran inside and surrendered hours later after a SWAT team, drone and two police dogs entered, police said Sunday.

Shortly before 4 p.m. Friday, a Redmond police officer contacted Krystaal Bulkley, 37, at her home in the 1500 block of Southwest Canyon Drive, Lt. Eric Beckwith said.

She was taken into custody and jailed on identity theft and forgery charges related to ongoing investigations, as well as heroin and methamphetamine manufacture, delivery and possession, he said.

As Bulkley was being arrested, her boyfriend, later identified as Charles Mansfield, 29, also of Redmond, ran from the driveway into the house, Beckwith said.

Police soon learned Mansfield had outstanding felony parole violation warrants. Beckwith said officers also developed information that there was a loaded shotgun in the house.

“Mansfield is known to law enforcement for eluding capture and violence toward law enforcement,” Beckwith said

Police efforts to negotiate with Mansfield to surrender were unsuccessful. Officers also said Bulkley would not allow police onto the property.

Beckwith said the Central Oregon Emergency Response Team (CERT), the region’s SWAT team, was called in “due to the inherent danger on scene.”

Mansfield’s refusal to surrender led the CERT team to force entry into the home shortly before 10 p.m., officers said.

A police unmanned aerial system (drone) was deployed into the home, as were two Redmond police K-9s: Mavrick and drug-detection K-9 Rogue, with their handlers. Mansfield surrendered a short time later and was in custody shortly before 10:30 p.m., Beckwith said.

A search warrant was served at the home and turned up evidence of heroin and meth manufacture and sales, as well as the loaded shotgun.

“As officers were preparing to leave the scene, several citizens were clapping, cheering, and expressed appreciation for the resolution of an ongoing problem in their neighborhood,” Beckwith wrote.

A neighbor of the home, John Shulze, said Sunday, “Maybe they’ll clean the place up now, i t’ll change and the neighborhood will be a lot better place to be.”

“It kind of sucks when you don’t want to leave your house unattended because you don’t know what’s going to happen,” he said. “You don’t know if someone’s going to break in or whatever.”

Bulkley remained jailed Sunday on $195,000 bail, facing charges including two counts each of ID theft and first-degree forgery, fraudulent use of a credit card, three counts of second-degree criminal conspiracy, meth and cocaine possession, delivery and manufacture and hindering prosecution.

Mansfield was held without bail on a parole violation and is also facing the meth and cocaine charges.

Court records show he’s scheduled to go on trial in April after being arrested last July on several drug and other charges, including fleeing or attempting to elude a police officer. He was listed as having a La Pine address at the time.

In 2016, Mansfield, while living in Deschutes River Woods, pleaded guilty to first-degree burglary and was sentenced to 21 months in prison, records show.

Beckwith said Redmond police “would like to thank the Central Oregon Emergency Response Team for helping keep Redmond safe and would also like to thank Central Oregon Drug Enforcement for their assistance in the investigation.”
