Fugitive eludes capture in manhunt SE of Bend

A Bend man wanted on a felony warrant refused to stop for Deschutes County sheriff’s deputies west of Millican on Tuesday, prompting a chase and manhunt involving two K-9 teams and an Oregon State Police plane that failed to find him, officials said.

Deputies were dispatched to the 57300 block of Fort Rock Road, south of Highway 20 East, around 11:35 a.m. on a report of a civil disturbance, Lt. Troy Gotchy said.

While heading to the area, deputies learned one of the subjects involved, Stanley Raymond Heden, 52, had an outstanding felony no-bail warrant for his arrest, the lieutenant said.

The reporting party on the call advised that Heden was leaving the house, Gotchy said. Deputies parked down the road, near Highway 20, to wait for Heden’s vehicle, a blue 1986 Ford F-150 pickup.

The two deputies tried to make a traffic stop, but Heden continued south on Fort Rock Road and a pursuit was initiated. The driver turned onto Forest Service Road 2015, then west onto an unmarked OHV trail at a high rate of speed, Gotchy said.

The bed of the suspect’s pickup was filled with metal debris and several large pieces fell into the road during the chase, hampering deputies’ efforts to keep up with the truck. They soon lost sight of the pickup, Gotchy said.

The deputies continued west down the trail and eventually found the abandoned pickup. Footprints in the dirt indicated Heden had run to the south.

Several more deputies arrived in the area to assist, including a sheriff’s office K-9 team that began a track as deputies established a search perimeter. A short time later, an OSP plane joined in the search, as did a second sheriff’s office K-9 team, gotchy said.

But the track was lost just before 4 p.m. and the search was called off, with the suspect still at large and facing new felony and misdemeanor charges of attempting to elude police.

Court records show Heden has a criminal history dating back to 1986, including a six-month jail term imposed in 2016 for violating the terms of probation on a 2010 first-degree theft conviction. He also pleaded guilty to first-degree theft in 2008.
