New deputies bring military, law enforcement experience to Deschutes County Sheriff’s Office

BEND, Ore. (KTVZ) — The Deschutes County Sheriff's Office welcomed three new deputies this morning during an official swearing-in ceremony. Sheriff Ty Rupert administered the oath of office to the new staff members.

The new personnel include Deputies Spencer Stein, Jeffrey Holland and Sean Kelty. The group brings a combination of military service, health care manufacturing and prior municipal law enforcement experience to the agency.

Stein is assigned to the Adult Jail as a corrections deputy. Before joining the sheriff's office, he spent 14 years working for Lonza, a health care manufacturing company in Bend. Stein earned an associate degree in arts and sciences from Lower Columbia College and spends his spare time working on a 1970 Chevrolet C10.

The agency also added two patrol deputies with extensive backgrounds in public safety. Holland began his law enforcement career in 2016 with the Springdale Police Department in Arkansas. He previously served seven years in the United States Marine Corps and worked as a deputy defense superintendent for the U.S. Department of the Air Force.

Holland joined the Bend Police Department in 2022 before transitioning to the sheriff's office. He holds a bachelor's degree in criminal justice and possesses both intermediate and advanced certificates from the Department of Public Safety Standards and Training.

Kelty joins the patrol division after serving with the Bend Police Department since 2016. His experience includes 10 years of service in the United States Army. Kelty earned an associate degree from the University of Phoenix and holds intermediate and advanced certificates from the Department of Public Safety Standards and Training.
