ICE agent in Portland threatened to use deadly force during call with 911 dispatch

PORTLAND, Ore. — "I need someone here now or else I'm going to have to shoot this kid."

In a tense 911 call, an agent with Immigration and Customs Enforcement in Northeast Portland warned dispatchers that he would shoot a young man he claimed was following him, yelling and punching his car.

KGW obtained a copy of the recording, first reported on by OPB this week. The incident itself happened Oct. 31, 2025 — Halloween. It's now raising questions surrounding the training immigration enforcement officers receive and when, if ever, deadly force would be justified in such a situation.

The call to dispatch came in just before 4 p.m. The armed agent was driving a silver Ford Explorer near Northeast Cully Boulevard and Prescott Street.

"Some kid is punching my window. This is right now," he tells the dispatcher.

The agent says that it is a Hispanic man around 20 years old who has broken his sideview mirror.

"Why is he punching your car?" the dispatcher asks.

"Well, I work for ICE, I guess," the agent replies.

The agent, still in his SUV, drives eastbound on Prescott Street. He quickly grows frustrated, saying the young man is following him on an electric bike.

Ninety seconds into the call, the agent warns dispatch that he will shoot the man if officers didn't show up to intervene.

"The kid's over here by the godd--- window again," he says.

"I am getting the information over to the officers. I'm just trying to get it over to them while you are still on the line with me," the dispatcher says.

"He's in my window now."

"He's at your window again?"

"Yeah, he just threatened me now. So ... "

At this point in the recording, muffled yelling can be heard from outside the agent's car.

Dispatch directs the agent to drive away. But the agent then threatens a second time to engage with the man outside.

"I'm going to have to act on this kid right now. 7-Eleven," the agent says.

"7-Eleven? I need you somewhere that's highly populated," the dispatcher replies. The agent can then be heard getting out of his vehicle. "Are you getting out of your vehicle?"

"I'm going to have to now," the agent replies.

"Why? You can drive away," the dispatcher says. "We have officers en route to you. I don't want you guys getting into any more of a dispute."

At that point, the agent stops responding. The agent repeatedly asks if he's still there, with no reply.

It's unclear what precisely happened between the agent and the other man after the call ended, but the Portland Police Bureau confirmed to KGW that no shots were fired that day.

Officers arrived within 10 minutes of the call and took a criminal mischief report. There were no arrests.

KGW requested a copy of the PPB report but have yet to receive it. A request for comment from the U.S. Department of Homeland Security did not earn an immediate response.
