Bend man arrested in DUII, hit-and-run after struggle

A 28-year-old Bend man was arrested on numerous charges Thursday evening after a minor hit-and-run crash and a struggle with several officers who had to use a special restraint device to subdue him and take him into custody, police reported Friday. They also sought witnesses to his driving due to evidence his car may have hit other vehicles.

Around 5 p.m. Thursday, Bend officers responded to the area of American Lane and Reed Market Road on a report of a minor hit-and-run crash, said Lt. Clint Burleigh. The initial report was a small red passenger car with a black hood had hit a pickup truck.

As officers were responding, another Bend officer saw a red 1995 Acura Integra with a black hood driving on Savannah Drive near Linnea Drive, Burleigh said. That officer was able to get behind the car after he noticed the Acura almost crashed head-on into an oncoming car. When the officer was able to turn around, the Acura had turned onto Northeast Derek Drive.

The driver, later identified as Kevin William Trapman, stopped in the road and spun his tires while pulling into his driveway, Burleigh said. Trapman quickly got out of his car and began walking toward his home. The officer told him to stop several times, but Trapman began to run away, Burleigh said.

Trapman resisted the officer’s attempt to take him into custody, which resulted in a physical struggle, Burleigh said.

The officer could not get both hands away from Trapman’s waistband, which was pinned against the ground. It was learned later that Trapman had a bayonet hidden the front of his pants where he was reaching during the incident with the initial officer.

Several other Bend officers responded to the scene to help take Trapman into custody. While fighting with them, Trapman allegedly tried to “head butt” and kick the officers.

Burleigh said Trapman had to be restrained using the “WRAP” and was taken to St. Charles Bend for a DUII investigation.

The WRAP is a restraint device designed to keep a resistive and/or combative person who are in custody safe from harming themselves or others, the lieutenant said.

Trapman later was taken to the Deschutes County Jail and lodged on DUII, hit and run, attempt to elude an officer on foot, reckless driving, interfering with a public safety officer, attempt to assault a public safety officer, resisting arrest and a misdemeanor charge of driving with a suspended license. He remained held Friday on $36,000 initial bail.

During the investigation, police learned Trapman was an outstanding suspect in an unrelated shoplifting case, so he also was lodged on a charge of third-degree theft.

Burleigh said police found Trapman’s car had a flat tire and more damage than would have happened during the initial hit and run.

“We know from our investigation that Trapman caused near collisions at Brosterhous Road and American Lane and Savannah Drive near Linnea Drive,” Burleigh said in a news release. “We also know Trapman was last seen driving from Reed Market north on 15th Street.”

Police asked citizens if they saw the car being driven Thursday “in a concerning manner” to call the non-emergency number at 541-693-6911 to provide that information.

Online court records show a lengtthy criminal history for Trapman, including charges of DUII, heroin possession, first- and third-degree theft, assault, menacing ahd harassmentt.

“As we move into the late spring and summer, we generally see an increased use of marijuana and alcohol,” Burleigh wrote. “This is a reminder to the community and visitors alike, that if you consume alcohol or marijuana, please be responsible in your decisions, especially the decision to operate a motor vehicle.”
