Bend-area Scouts place flags on veterans’ graves

In a tradition that changed but did not get canceled amid the COVID-19 pandemic, Central Oregon Scouts placed flags on veterans' graves Saturday at Deschutes Memorial Gardens in Bend, along with a salute for their service.
