Gov. Kotek announces Chris Warner as interim ODOT director

SALEM, Ore. (KTVZ) Gov. Tina Kotek today announced Chris Warner as the interim director of the Oregon Department of Transportation, with the changes set to take effect at the end of the month. Emerald Bogue will serve as the Governor's Chief of Staff. This appointment allows Lisa Sumption to return to the Oregon Parks and Recreation Department.

Sumption had been serving as interim director at ODOT since Jan. 2, stepping into the role after former director Kris Strickler resigned. Her return to OPRD coincides with long-planned changes across the state aimed at streamlining and improving visitor experiences at parks and outdoor spaces. The Department of Administrative Services is conducting a national search to find a permanent director for ODOT. Gov. Kotek expressed gratitude for the willingness of both individuals to serve. "I'm grateful to Lisa and Chris for being willing to step in and serve the people of Oregon who depend on a safe and reliable transportation system," Gov. Kotek said. "Their efforts allow the state to take the steps needed to find the best director for Oregon's transportation future. Chris has the experience needed to keep the organization moving at this truly critical juncture. He has my full confidence."

Warner brings extensive experience to his interim role, including his previous tenure as director of the Portland Bureau of Transportation. He also served as a legislative assistant to former Congressman DeFazio on transportation and infrastructure matters and as a transportation adviser for former Gov. Kulongoski. Within the Kotek Administration, Warner began as Deputy Chief of Staff before being promoted to Chief in March of 2024. During his time in the Governor's Office, he oversaw progress on several of the state's pressing issues.Bogue joined the Governor's Office as a Special Adviser through a three-month intergovernmental agreement with the Port of Portland, a role that will conclude at the end of June. Bogue is recognized as a seasoned government affairs and policy leader. She has extensive experience guiding regional strategy, public-sector partnerships and major funding initiatives. Before her decade at the Port of Portland, Bogue held various roles at Multnomah County, the City of Portland and with SEIU.

The leadership changes will formally take effect at the end of the month. The national search for the next permanent director of the Oregon Department of Transportation is currently underway by the Department of Administrative Services.
