Suspect jailed after string of crimes in SE Bend neighborhood

Police say he charged at officers, who used Taser, pepper spray to subdue him

BEND, Ore. (KTVZ) -- It took several Taser deployments, pepper spray and a WRAP restraint device to arrest a 25-year-old Bend man Friday night who police said charged and tried to assault officers after allegedly trying to enter a car with a woman inside and trying to jump several fences into back yards in a southeast Bend neighborhood.

Police responded around 7:20 p.m. to the area of Ferguson Road and Sage Creek Drive on a report a man later identified as Russell Franklin Moscrip III tried to enter an occupied vehicle whose female occupant was able to get out with her keys, Sgt. Tom Pine said.

After the man ran from that area, two more people called 911 dispatchers to report an unknown man tried to jump their fences and enter their backyards, Pine said. One resident pushed Moscrip off of his fence to keep him out, Pine said.

Another caller reported a man had entered a pickup parked in front of a home on Sage Creek Drive and was moving about the driver’s seat in an erratic manner, the sergeant said.

Police officers arrived, saw Moscrip in the truck and believed he might be trying to steal it, Pine said. Officers also determined the 911 calls had been related to the man.

Officers told Moscrip to get out of the pickup, but he said he would not, Pine said. He eventually did get out, but kept failing to obey the officers’ commands, instead charging at them without further warning.

The officers deployed a Taser several times and also sprayed Moscrip with pepper spray as he continued to resist arrest and tried to assault the officers, Pine said. They eventually were able to put him in handcuffs and a WRAP restraint device.

Moscrip was decontaminated by officers who used water to dilute and wash away the pepper spray. Bend Fire paramedics took Moscrip to St. Charles Bend for treatment of exposure to pepper spray and minor injuries from the Taser probes, Pine said. He was otherwise uninjured and officers weren’t hurt taking him into custody.

After being medically cleared, Moscrip was taken to the Deschutes County Jail and was lodged on charges including four counts of second-degree criminal trespass, two counts each of unlawful entry into and use of a motor vehicle, second-degree criminal mischief, second-degree disorderly conduct, resisting arrest, harassment, menacing and assault of a public safety officer. His bail totaled more than $80,000.
