2 Bend men charged in unrelated weekend DUII hit-and-run crashes
Early-AM crash knocked out power to 1,300 in southern Bend
BEND, Ore. (KTVZ) -- Two Bend men face DUII and hit-and-run charges after allegedly fleeing the scene of a pair of unrelated crashes on the north and south ends of town Saturday night and early Sunday. The second toppled a power pole and knocked out power to about 1,300 residents, police said.
Officers were dispatched shortly before 8 p.m. Saturday to the area of Northeast 18th Street and Cooley Road on a reported rollover crash, Lt. Robert Jones said.
As officers responded, several witnesses reported the driver of the black Lexus, later identified as Allen Heinly, 47, was running from the crash scene.
An officer responding to the scene found Heinly running nearby, on Wagontire Way, and tried to stop him, but he resisted arrest and tried to run, Jones said. Several other officers arrived and helped take Heinly into custody, with no injuries.
Heinly’s car was found on its top on a side planter strip, having apparently hit the curb and flipped, Jones said.
Heinly was taken to Bend Police headquarters for processing and arrest by citation. He faces charges of DUII, interfering with a police officer, resisting arrest, hit-and-run, reckless driving, misdemeanor driving with a revoked license and third-degree criminal mischief.
Court records show Heinly was arrested in April 2019 on misdemeanor charges of DUII, reckless driving and refusal to take a test for intoxicants.
He pleaded guilty to the DUII and refusal charges and was sentenced to three days in jail, a one-year driver's license suspension through June 18 of this year, a fine of over $1,900 and two years probation, including completing any recommended treatment for alcohol abuse.
An item added to the court file on Feb. 27 of this year indicated Heinly had completed all recommended services.
Shortly before 4 a.m. Sunday, police were dispatched to a reported crash near of Pappy’s Pizza on Bend’s south end, Jones said. Several callers reported a car hit a power pole, causing a loud explosion and power outage.
One caller reported the apparent driver, later identified as Bhaylen Hayes, 23, was walking “frantically” around the car, then ran from the scene toward the Eagle Landing Apartments on Reed Lane, Jones said in a news release.
Officers found an orange Hyundai Veloster registered to Hayes had crashed into a power pole, severing it and leaving it hanging by wires, Jones said. The sidewalk also was cracked from the crash.
Witnesses pointed out the apartment the driver ran to and police contacted Hayes, who appeared to be intoxicated, and took him into custody without incident, the lieutenant said.
Hayes was taken to the Bend Police headquarters for processing and arrest by citation on charges of DUII, reckless driving, hit-and-run with property damage and first-degree criminal mischief.
Pacific Power spokesman Tom Gauntt said the crash initially left about 1,300 customers without power. Crews were able to reroute the power by 4:30 a.m. and bring back most online. A few didn't have power restored until the pole replacement was complete by midday.
"As our community begins the process of reopening, the Bend Police Department encourages everyone to plan ahead, and never drive impaired," Jones said. "Instead, use public transportation, call a ridesharing service, or a taxi cab to make sure you get home safely."
