OSP stop south of Bend finds drugs; driver arrested

An Oregon State Police traffic stop on Highway 97 south of Bend Saturday night led to the discovery of more than 40 pounds of marijuana and extracts in the car and the arrest of a Boise man on numerous charges, troopers said Monday.

Troopers from the Bend Area Command pulled over a white 2008 Ford Crown Victoria near milepost 143 for several reasons, including driving 79 mph in a car that showed no license plate or temporary sticker, OSP Sergeant Kaipo Raiser said.

An investigation determined the driver, Jeffery Scott Heiner, 51, of Boise, had just bought the car about 20 minutes earlier and was impaired, Raiser said.

OSP requested a Redmond Police Department drug-detection K-9, and Patches and his handler/partner, Sergeant Ryan Fraker, were sent to the scene, according to Lt. Curtis Chambers.

After a “positive alert” on the car, a search turned up more than 40 pounds of marijuana and marijuana extracts, Raiser said. Heiner also possessed a Schedule IV controlled substance, Xanax, and a concealed handgun, he added.

Heiner was taken to the Deschutes County jail and booked on numerous charges, including delivery and possession of more than eight pounds of marijuana and more than a quarter-ounce of marijuana extract, unlawful exportation of marijuana and marijuana extract, unlawful possession of a concealed weapon, reckless driving, reckless endangering and hit-and-run. He remained held Monday on $80,000 bail.

Raiser said troopers continue to investigate, as Heiner may also have been involved in an earlier hit-and-run crash involving a vehicle he abandoned in La Pine earlier in the evening.
