Ex-DCSO jail contract worker gets 10 days for sex with inmate

(Update: Hoisington-Kite sentenced to 10-day jail term, 3 years probation; DA comments)

A former Deschutes County contract jail employee received a sentence of 10 days in jail and three years probation on Monday for sexual relations with an inmate.

Circuit Judge Alta Brady imposed the 36-month probation upon April Hoisington-Kite, 43, who pleaded guilty last Tuesday to one felony count of first-degree sexual misconduct, in a plea agreement that lled to dismissal of a second-degree count of the same charge, as well as a charge of supplying contraband.

Brady also imposed a 10-day jail term, with credit for time served. to be served starting Feb. 20, and a $200 fine. She also directed Hoisington-Kite to “continue with current mental health treatment, and take all medications as prescribed” court records showed.

District Attorney John Hummel outlined the decision to reach a plea deal in comments Monday to NewsChannel 21.

“Key here was, one, the defendant admitted responsibility and pleaded guilty,” Hummel said. “Two, she has no prior record. So you have to weigh in the seriousness of the crime with the person’s contrition and with their prior record.

“Based on that, it made sense to me to resolve this case, and we did so with a sentence of 10 days in jail and three years of probation, he said. “In addition, she lost her job, and she’s not going to get hired again in the jail — and that was important.”

According to the Deschutes County Sheriff’s Office, Hoisington-Kite had worked for four months as a contract worker in the jail’s kitchen.

Investigators said during her employment, she formed a relationship with inmate Stephen Rechner, which developed over a two-week period prior to her arrest.

In early January, Hoisington-Kite also was accused of violating her release agreement by contacting Rechner in the jail.

According to court documents, Hoisington-Kite and Rechner exchanged several phone calls and text messages, which began on Dec. 28 and continued through Jan. 7.

The conversations lasted a couple of minutes, the court filing said, and they would talk about the possibility of getting in trouble for having contact.

One conversation lasted 7 minutes, 11 seconds, in which they allegedly discussed getting together after Rechner gets out of jail and helping him look for a job, according to the allegations.

Hoisington-Kite wrote on Facebook about the violation agreement.

“Since everyone seems to have an opinion on my life I guess I should at least try to convey my side,” she wrote.

She admitted that she doesn’t have control of her actions, and stated that because she was raped and abused, she is a sex addict who is suffering from PTSD.

“I make no excuses, I’m trying to get better for myself and family, I relapsed and I am truly sorry,” she wrote on NewsChannel 21’s Facebook page.

Hoisington-Kite also claimed she never had sex with Rechner.

In a private message to NewsChannel 21 on Tuesday, after the plea, Hoisington-Kite wrote, “I was told this was my choice, and quite frankly, I just wanted this to go away, so I accepted the plea. … I can only pray that this will go away quickly and know no matter what, I and God know the truth, and that is good enough for me.”

She also said her illnesses and medical documentation will be presented at her sentencing, “where I hope and pray the judge will understand everyone has issues and that I’m not a criminal, I’m a person who made mistake and agree I must take responsibility for my actions. … I just want to let this drop and live in peace.”
