Wash. man arrested in Hwy. 97 crash that killed Bend man

A 55-year-old Goldendale, Washington man has been arrested on first-degree manslaughter, DUII and other charges in a Dec. 6 crash on Highway 97 near Sunriver that killed a Bend man, Oregon State Police said Friday.
Shannon Ray Rogers was taken into custody in Goldendale on Thursday, March 29, six days after a Deschutes County grand jury returned a 13-count indictment that also charges him with reckless driving, second-degree criminal mischief and nine counts of recklessly endangering another person.
Rogers was at the wheel of a silver 2006 Nissan Quest heading north the morning of December 6 when his minivan struck the rear of a Toyota pickup driven by Brian Jay Harris, 56, of Bend, OSP said at the time. Both vehicles veered off the road and hit trees along the highway.
Harris was pronounced dead at the scene. Rogers received non-life-threatening injuries and was taken the hospital.
Troopers said at the time that alcohol and speed were being investigated as possible contributing factors.
The indictment alleges Rogers had a .15 percent blood alcohol content when tested after the crash, nearly double the .08 legal limit in Oregon and was “under the influence of cannabis and/or a controlled substance and/or intoxicating liquor.
Troopers said a Deschutes County judge had issued a warrant for Rogers, who was arrested in Goldendale and jailed there on $300,000 bail until a family member in Bend posted the 10 percent required security. He is scheduled for arraignment in Bend on April 26, according to OSP.
