City’s Neff-Purcell intersection project in NE Bend taking longer than expected to complete

The city of Bend's Neff-Purcell intersection project began in February but ran into unforeseen underground utility issues, so the goal is to be done before winter arrives - and if not, to have a partial opening and finish when the weather improves.
