One arrested, one sought in SE Bend domestic incident

A call to a southeast Bend apartment complex on a domestic dispute early Thursday morning turned up a man and woman in a car, both covered in blood, and later led to the woman’s arrest, while the wanted man fled and eluded searchers, officers said.

Police responded around 12:15 a.m. to the 1700 block of
Southeast Tempest Drive for a reported domestic dispute, Sgt. Tim Guest said.

Officers found Feliciti Mullins, 19, and Shawn Kennedy, 21, both of Bend, sitting in a Nissan Altima in the parking lot of the Ariel South Apartments. ” The interior of the vehicle as well as both occupants were covered in a significant amount of blood, ” Guest wrote.

As officers tried to investigate, Mullins began to drive away, the sergeant said. Officers told the pair they were not free to leave, but Mullins drove off, with Kennedy as passenger.

A short time later, the car was located at Southeast Cessna Drive and Craven Way, where Kennedy ran away. Officers used a K-9 team and a drone to try to find Kennedy but were unsuccessful.

It was reported the blood was from a self-inflicted knife wound to Kennedy’s leg, Guest said.

Mullins was arrested and booked into the Deschutes County jail on charges of interfering with a peace officer and an out-of-county warrant for misdemeanor theft. She was held on $7,500 bail.

Guest said officers have probable cause to arrest Kennedy on a charge of interfering with a peace officer. He also has an outstanding felony warrant for violating probation on an original assault charge.

Kennedy was described as wearing a white tank top, dark shorts and barefoot. He is 5-foot-9 and 205 pounds , with brown hair, brown eyes and facial hair. He is also believed to be armed with a knife, officers said.

Bend police were assisted by the Deschutes County Sheriff’s Office and Oregon State Police during the investigation.
