Redmond City Council approves action plan for housing and community needs

REDMOND, Ore. (KTVZ) -- The Redmond City Council approved the 2026 Community Development Block Grant (CDBG) Action Plan on Tuesday, April 28, following a recommendation from the Housing and Community Development Committee. This plan is designed to address a wide range of community housing and facility needs in Redmond. The city is set to receive $257,912 in CDBG entitlement funding for the 2026/27 fiscal year.

This federal funding helps strengthen communities by providing money to improve housing, living environments and economic opportunities, primarily for people with low- and moderate-income.

The Community Development Block Grant program is a federally funded initiative aimed at supporting cities like Redmond. The program provides essential funds to improve housing, living environments and economic opportunities, mainly for persons with low- and moderate-income. Redmond will receive $257,912 in CDBG entitlement for the 2026/27 fiscal year to implement the approved action plan.

Amber Wilson, Chair of the Housing and Community Development Committee (HCDC), highlighted the breadth of the program's impact. "These projects show how CDBG funding helps the City of Redmond address housing needs at a variety of levels, from homelessness services to homeownership," Wilson said. "By partnering with local organizations, we're able to support a wide range of programs assisting residents with safe, stable and accessible housing options."

For 2026, the allocations include $38,686 to support service providers at the City's managed camp. An additional $100,000 is designated for homeownership assistance, which will be distributed through Bend-Redmond Habitat for Humanity and other eligible partners. Bethlehem Inn will receive $20,000 for a bathroom remodel, which will expand shelter capacity. The Opportunity Foundation is allocated $47,644 for group home repairs and restoration.

Projects funded by CDBG in 2025 addressed various community needs. Thrive received $32,868 for eviction prevention and housing navigation services. The Redmond Senior Center was allocated $32,000 to replace aging flooring, improving safety and accessibility. The Opportunity Foundation also received $118,660 for flooring upgrades, ADA bathroom rehabilitation and seven ceiling lifts to support residents with disabilities.

The approved 2026 Community Development Block Grant Action Plan outlines the use of $257,912 in federal funds for the 2026/27 fiscal year. These funds are designated for various housing and community development projects within Redmond.
