USFS revising special use permit process

Beginning in August, the Deschutes and Ochoco National Forests and the Crooked River National Grassland will implement an open-season permit system for people requesting Special Use Permits for Recreation Residences, Recreation Events, and Outfitter/Guides, the agencies announced Monday.

The primary goal of the open season system is to provide timely and reliable service to people requesting Special Use Permits.

The Forest Service issues Special Use permits to private interests to provide recreation opportunities (e.g. areas, facilities, services, or events) as well non-recreation activities (e.g. telecommunications, research, or easements) to the public.

Currently, proposals and permits are submitted throughout the year, which creates inefficiencies in the permit review process, the agency said/

Improving the permit process through the open season will offer a reliable and timely response to applicants and ensure seasonally dependent proposals are reviewed in time for applicants.

Details are highlighted below:

1) Recreation residence permit holders that want to submit a new proposal for “major modifications” to their exterior or any modification for a cabin over fifty years old must complete an application during the annual open season window from 8/15- 11/15 for planned work in the next field season.

2) Applicants submitting a new proposal for a Recreation Event must submit a complete proposal 90 days before an event or planned activity.

3) Applicants submitting a new proposal for an Outfitter/Guide Permit must submit a complete proposal during two annual open season windows: 10/1-12/1 for summer activities and 2/1-4/1 for winter activities.

New proposals would be accepted or denied within 60 days from the date of submission. Proposals would not be accepted outside the highlighted time windows.
