Arrest made in disturbing C.O. abuse case

Redmond police have made an arrest and a Central Oregon man is facing a long list of charges, accused of physically abusing two young girls.

Court documents released Wednesday by the Deschutes County District Attorney’s Office show the alleged abuse included shock collars, a Taser and a rock, among other things.

Gordon Elliot, 37, was booked into the Deschutes County Jail on Feb 12 . Elliot is facing 66 charges that include, second- and fourth-degree assault, criminal mistreatment, strangulation, unlawful use of a firearm, coercion, unlawful use if a stun gun, felon in possession of a firearm and menacing.

The indictment claims the abuse began in June of 2012 and lasted through last December. The 42-page document list page after page of similar instances of alleged abuse.

The defendant “did unlawfully and intentionally cause physical injury to (name redacted) by activating an electric stun gun on (name redacted)’s arm,” one count reads.

The defendant “did unlawfully and intentionally cause physical injury to (name redacted) by activating an electric shock dog collar on (name redacted)’s leg.”

The indictment continues in the same fashion, the alleged abuse including a belt, hand cuffs, cane, fists and a clothes hanger.

Court documents also allege Elliot withheld necessary and adequate food for the two girls, did not let them go to the bathroom at times and did not seek medical attention for wounds.

As for a strangulation charge, prosecutors claim he used, or threatened to use, water and a wash cloth to “impede” normal breathing.

In 2005, Elliot pleaded guilty to several sex abuse charges and giving drugs to minors. He was sentenced to three years in prison and five years of post-prison supervision.

In August 2004 , he pleaded guilty to felony assault and was sentenced to three years post-prison supervision.

Elliot is being held at the Deschutes County Jail on $1 million bail on the new charges and is scheduled to be back in court on March 7th .
