La Pine child abuse conviction brings 50-year sentence

After a four-day trial, a Deschutes County jury convicted a 51-year-old man Tuesday on 10 rape, sex abuse and other charges in the molestation of a then-9-year-old girl seven years ago in La Pine. A judge then handed down a 50-year sentence, the prosecutor in the case said.

William Paul Cisneros “showed no remorse” for his actions “and offered no apology” at his sentencing, the Deschutes County District Attorney’s Office said in announcing the conviction and sentence.

Cisneros was convicted of molesting the 9-year-old daughter of his long-time girlfriend in 2007, crimes that came to light in a later disclosure by the victim, said Deputy District Attorney Van McIver told NewsChannel 21.

Cisneros also later lived in Bend and in Coos Bay most recently, before being sent to state prison for child pornography charges, the prosecutor

Circuit Judge Stephen Forte sentenced Cisneros to 600 months in prison on the charges of first-degree rape, four-counts of first-degree sodomy, two counts of first-degree unlawful sexual penetration, two counts of first-degree sex abuse and one count of luring a minor, McIver said. Cisneros was transported to Bend for the trial from state prison, where he was soon to be released.

Cisnero’s conviction was subject to Oregon’s version of “Jessica’s Law,” which was signed into law in 2006 and mandates a 25-year mandatory minimum sentence for adults convicted of sex crimes against children. He’s also subject to a statute that allows no reduction in prison terms for such crimes,

If he were to ever get out of prison, Cisneros will be subject to supervision for the rest of his life, McIver said.

The prosecutor offered special thanks to the KIDS Center for its work on the case, and to sheriff’s Detective Merlin Toney.
