Phil’s Trailhead expansion begins Friday

The Deschutes National Forest will begin work Friday on expanding the parking area for Phil’s Trailhead, officials said Wednesday.

During construction, recreationists will experience some changes in parking and access at different times. Construction is expected to be completed by this fall.

Trailhead improvements will include expanding the gravel parking area to accommodate 76 vehicles, installing a new double vault toilet, and construction of a new large kiosk.

Parking at Phil’s and bike/pedestrian access through the area will remain open throughout the two phases of construction.

During Phase 1, the public will be able to continue using the existing parking area while a new parking area is constructed to the north.

Once complete, the new parking area will open and a temporary trail will lead bikers and pedestrians to the trail system.

In Phase 2, the existing Phil’s Trail parking area will be reconstructed and graveled.

After the new toilet is installed and open, the existing toilet will be removed. Forest Service Road 4606, located east of the trailhead, will be closed, rehabilitated, and planted. Finally, a new large kiosk will be installed.

The public is asked to use caution on the access road (FSR 4604) and in the Phil’s area during construction. Visitors are also asked to obey areas designated as no parking or no access as they are in place to protect public safety. Recreationists should not park in the Cascade Highlands subdivision at any point during construction, officials said.

Currently a lack of designated parking creates safety issues, traffic flow problems and the potential for resource damage.

In addition, the current restroom facility does not meet the standards for accessibility and is insufficient to meet the needs of the large number of people who recreate in the area.
