Drug agents stop, arrest Prineville pair on Highway 20

Two Prineville men who drug agents said were on their way back from a methamphetamine purchase in Salem were stopped in a car on Highway 20 near Black Butte Ranch and arrested early Wednesday.

Central Oregon Drug Enforcement Team detectives developed information last month that Toby Horn, 41, was involved in meth trafficking throughout Central Oregon, said Bend Police Lt. Ken Mannix.

An investigation identified Horn’s activities, including his customer base, modes of transportation and other individuals and locations involved in his criminal enterprise, Mannix said in a news release.

Shortly after 1 a.m. Wednesday, CODE Team detectives, assisted by Deschutes County sheriff’s deputies, stopped a 1988 Honda Accord and arrested the driver, Horn, along with passenger Todd Poling, 43, the lieutenant said.

During the stop, a drug detection dog alerted to the presence of narcotics in the car. A subsequent search of the car turned up about two ounces of methamphetamine and other evidence of its sales and manufacturing, Mannix said.

Mannix said the two men had traveled to Salem on Tuesday to buy meth and were returning to the Prineville area with the intention of selling it for profit.

Horn and Poling were arrested and taken to the county jail in Bend. Horn faces drug possession, manufacturing and distribution charges and remained held Wednesday evening on $25,000 bail. Poling, charged with meth possession, was released on his own recognizance, a jail officer said.
