Follow-up: Carney case Q & A

There are still more questions than answers after Bend Police Lt. Chris Carney resigned amid allegations he had sex while on the job. But here are some of the answers we’ve gotten so far.

Using the police report and interviews with Bend Police Chief Jeff Sale, Deschutes County District Attorney Patrick Flaherty and Bend City Manager Eric King, NewsChannel 21 has uncovered some answers.

Are criminal charges coming?

Sale says no, there are no criminal charges. Flaherty says he has not seen the police report and he has not been asked to review it. The police report does say Carney had sex in his patrol car in areas open to the public, which it calls a crime.

Does Carney still get his pension because he quit before being fired?

According to King, it doesn’t matter if he quit or was fired. He says Carney’s pension is his to keep, one way or the other. The city was starting the termination process when Carney quit.

Are the three city employees Carney is accused of having sex with on- and off-duty facing any punishment?

King says the city is doing its own internal review. No punishment has been suggested, but he would not rule it out.

King also said he expects to make a decision on any additional personnel or policy changes late this week or early next week. That will depend on his own internal review of what happened.
