Eugene police captain who took photo placed on leave

EUGENE, Ore. (AP) – A Eugene police captain accused of taking a cellphone photo of a female subordinate’s cleavage in 2015 has been placed on administrative leave.
 
Eugene police spokesman John Hankemeier on Monday told The Register-Guard ((http://bit.ly/2u4y1GD) that Capt. Sam Kamkar was on leave but he declined to provide other details, citing a personnel matter.
 
The move comes five months after Police Chief Pete Kerns found Kamkar acted inappropriately in taking the photo with his personal phone. But the chief said it did not violate policy and that Kamkar would not face disciplinary action.
 
The subordinate, a sergeant, filed a complaint with the Oregon Bureau of Labor and Industries soon afterward. She accused the police department of retaliating against her. She also alleged the police chief did nothing when she reported the photograph.
 
Police denied wrongdoing, and the bureau of labor and industries dismissed the complaint in early March.
