NE Bend domestic assault suspect located, jailed

Police on Tuesday found and arrested a Bend man wanted in a domestic assault incident that led to a raid on his northeast Bend home, closing the street and bringing out members of the region’s SWAT Team last Friday afternoon.

Around 10 a.m., Deschutes County sheriff’s deputies and Bend police were able to find and contact Ryan Paul Atkins, 45, in the parking lot of the Mt. Bachelor Motel on Northeast Division Street, police Lt. Clint Burleigh said.

Atkins was taken into custody without incident and taken to the county jail, where he was booked on charges of fourth-degree assault, coercion, interfering with a 911 call, second-degree criminal mischief and tampering with a witness, as well as methamphetamine delivery and possession. His bail totaled $50,000.

A Redmond woman’s 911 call reporting an assault by her boyfriend at his northeast Bend home Friday afternoon prompted the later raid, street closure and partial activation of the Central Oregon Emergency Response Team.

But the suspect, also accused of previously assaulting her, was not there, prompting a search that concluded Tuesday.

Burleigh said Deschutes County 911 dispatchers got a call just after 2 p.m. Friday regarding an assault in progress at a home in the 900 block of Northeast 12 th Street, near Greenwood Avenue.

Police went to the home and contacted the victim of the alleged assault, a 43-year-old Redmond woman. Burleigh said they learned the woman also had been previously assaulted within the past two weeks by Atkins.

The woman said Atkins had prevented her from completing a 911 call during Friday’s incident, in which she apparently was uninjured, Burleigh said.

Officers determined probable cause existed to arrest Atkins on a fourth-degree assault charge in the previous assault, in which the woman received non-life-threatening injuries, and on a charge of interfering with a 911 call from Friday’s incident.

Police applied for and received a search warrant for the home, which they executed late Friday afternoon. Based on information about the residents and details of the incident, police partially activated the Central Oregon Emergency Response Team and closed 12 th Street for a brief time.

During the raid, which concluded around 4:30 p.m., police determined that Atkins had fled the home, Burleigh said.

“We are asking for our community’s help in finding Atkins,” Burleigh said in a news release accompanied by two photos of the suspect.

“If you see Atkins, please do not approach him and contact the Bend Police Department at 541-693-6911,” the lieutenant said.

Court records show Atkins has a lengthy criminal history on file between 1995 and 2013, including two 2009 arrests on fourth-degree assault charges and two more arrests on that charge in 2003 and 2005.

In August, Atkins was one of four people arrested in a drug raid on a Northeast 12th Street home, six days after four Mill City residents were arrested leaving the home. Citizens had complained about possible drug activity and numerous short-term visits to the home, Burleigh said at the time.
