Jury awards $7 million to Portland man shot by police

PORTLAND, Ore. (AP) – A federal jury awarded $7 million in damages to a North Portland man who was shot and wounded by tactical officers in 2012.

The Oregonian/OregonLive reports jurors on Tuesday found the officers liable for battery and negligence when they failed to identify themselves after their fellow officers went through the man’s yard to surround the home of an attempted murder suspect.

Believing intruders were in his yard, Adalberto Flores-Haro emerged yelling at unknown figures who told him to get back in his house. Flores-Haro returned with a gun and was shot in the abdomen and elbow.

His lawyer, David Park, told jurors the officers entered the property without permission, never identified themselves and didn’t warn Flores-Haro that he’d be shot if he got a gun.

The officers were from Washington County because Portland’s tactical team was in training. The officers said they didn’t inform neighbors of their actions because they didn’t know if any of them were associates of the suspect.
