State aids Bend, Redmond affordable housing projects

Oregon Housing and Community Services has announced funding for the development and preservation of 796 affordable homes through the 2018 federal 9 percent Low Income Housing Tax and HOME awards, which leverage local, state, and private investments, including two projects in Bend and Redmond.

This latest round of 13 awards brings OHCS to a record number of units in the development pipeline – a total of 7,800 affordable homes are in progress across the state.

At an event Wednesday announcing the funding, OHCS Director Margaret Salazar shared the state’s housing goals and progress through ongoing and future initiatives under the leadership of Governor Kate Brown.

“Oregon is facing unprecedented need across the housing spectrum, from homelessness to homeownership, and a severe shortage of affordable and available rental homes,” Salazar said. “These awards are bringing much-needed housing and services to communities large and small. We are excited to celebrate the collaboration behind the Cedar Grove award, creating stable homes for families, close to jobs and schools.”

Beaverton Mayor Denny Doyle, Washington County Commissioner Greg Malinowksi and Metro Council President Tom Hughes joined Salazar to celebrate one of the latest awards, to the Cedar Grove development. The $2 million award to Beaverton will provide 44 new affordable homes serving families in the Cedar Mill neighborhood.

Pacific Crest Affordable Housing has been working the past few years to make the 48-apartment Canal Commons happen on a parcel beside the planned Empire Avenue-27th Street extension in northeast Bend.

The $15 million project beside Pine Nursery Park is getting $1.15 million in low-income housing tax credits and a $1 million HOME award to complete financing. The plan is for families and workforce households to pay rents set at 30 to 53 percent of the area’s median income.

Meanwhile, Housing Impact LLC received a roughly $1 million HOME award for Liberty Lodge, a two-story eight-plex to serve people who are intellectually or developmentally disabled, at rents of 40 to 50 percent below market.

Housing Impact LLC, a partnership between NeighborImpact and Housing Works, is excited to announce the funding of Liberty Lodge in Redmond, Oregon through the Oregon Housing and Community Service (OHCS) HOME Investment Partnerships Program.

This two-story eight-plex will serve persons with disabilities with a preference for individuals who are intellectually/developmentally disabled (I/DD). The development site, west of Canal Boulevard on Quartz Avenue, is located in an established neighborhood of multi-family and single-family properties and is within walking distance to a host of services, job opportunities, stores and recreation opportunities.

Properties like this provide stable housing, dignity and empowerment. As a resident of a similar property explains, “I bought my own furnishings, I decorated my own home, I love my community of friends, I have never been happier and I am so proud of myself.”

With vacancy rates below 1% throughout Central Oregon and the majority of renter households burdened by housing costs, this new community will provide eight disabled households an affordable and supportive place to live. As an affordable property, Liberty Lodge will have rents well below market rates.

Housing Impact hopes to begin construction in early 2019, with a build time of approximately 10 months. Preleasing for Liberty Lodge will begin approximately three months prior to completion through EPIC Property Management.
