Sisters man arrested in assault on Redmond hospital guard, wife

A Sisters man was arrested Tuesday after allegedly assaulting a St. Charles Redmond security guard, prompting a security lockout at the hospital, and later trying to strangle his wife and attacking a garbage truck driver who tried to intervene, police said.

The hospital was in lockout for about a half-hour Tuesday morning after the suspect, Scott Bulloch, 37, entered through the Emergency Department and assaulted a security guard who was attempting to escort him out of the building, causing minor injuries but significant damage to the hospital.

Redmond police Lt. Curtis Chambers said officers were called to the emergency room around 6:45 a.m. after Bullock “displayed threatening and tumultuous behavior and ultimately damaged property while in the building.”

He’s accused of kicking and punching several holes in the hospital walls.

“The gentleman did come into our facility looking for someone in particular,” St. Charles public information officer Lisa Goodman said.

“When he couldn’t find that person, he became agitated,” she said. As a guard tried to escort Bulloch out of the hospital, she said, “he was involved in an altercation with a security guard, after which time he did leave.”

Goodman said the security guard’s injuries did not require medical attention and security precautions remained in place at entrances until Bulloch was found and taken into police custody.

Goodman said the lockout — a status in which entry doors are locked, but people can leave and move about freely — began shortly before 7 a.m. and was lifted shortly before 7:30 a.m.

While the assault suspect was reported to be at large, St. Charles Redmond continued to have limited public access to the ER and main entrance, posting security guards in both places. All other doors require use of a caregiver security badge.

Police who responded to the scene could not find Bulloch but got suspect information, including his name and a description of his clothing.

Around 9:30 a.m., police were called to a complaint of a physical dispute in the area of Northwest 17th Street and Jackpine Avenue. Callers said a man had assaulted and strangled a woman, Chambers said.

The lieutenant told NewsChannel 21 Bulloch’s wife had been trying to help police find her husband when they got into a fight.

Investigators learned Bulloch had contacted a High Country Disposal truck driver in the area and asked to use a phone. After the call, Bulloch’s wife arrived and was assaulted a short time later.

The truck driver tried to intervene but also was attacked by Bulloch, Chambers said. The driver retreated to the safety of her truck, but Bulloch allegedly tried to climb into the truck’s cab through the driver’s window, hitting and slapping at her.

Police arrived on the scene and arrested Bulloch on several charges, taking him back to the hospital for an evaluation. Chambers said he’s expected to eventually be taken to the Deschutes County Jail.

“Drug use is believed to be a contributing factor in this incident,” Chambers said in a news release.

Force was not used to make the arrest, he said, but Bulloch was placed in a WRAP restraint to ensure his and officers’ safety.

Bullock faces several charges related to the hospital incident including first-degree criminal mischief, misdemeanor fourth-degree assault, second-degree disorderly conduct and second-descree criminal tresspasing.

Other charges include felony fourth-degree assault and strangulation, both constituting domestic violence, as well as coercion, resisting arrest, unauthorized entry into a motor vehicle, harassment and another count of second-degree criminal trespass.

No past criminal charges against Bulloch are listed in Oregon court records.
