Prineville theft leads to raids on 2 homes, 9 arrests

A reported burglary and theft at a northeast Prineville home led police to a Facebook post of one suspect holding the stolen property, followed by raids on two homes Tuesday and the arrests of nine people in total, police said.
Police received a report Sunday of a burglary and theft at a home in the area of Northeast Elm Street, with an estimated loss of $20,000, Capt. Larry Seymour said Wednesday.
Officers obtained information during their investigation that Rhiley Christopher Small, 21, was trying to sell the reported stolen items on Facebook Marketplace.
” Rhiley was kind enough to use his personal FB page and include a photo of his hand holding the stolen property, ” Seymour wrote in a news release. He told NewsChannel 21 it was a camera, valued at about $600.
Small was arrested on Tuesday and charged with first- and second-degree burglary, first- and second-degree criminal trespass and first-degree aggravated theft.
He remained held Wednesday at the Crook County Jail on $100,000 bail. Seymour said several other stolen items and were seized at the time of his arrest.
Police continued to seek out other leads and got information that some stolen items were located at two homes in the 500 block of Northeast Court Street and the 400 block of Northeast First Street, Seymour said.
Police requested and were granted search warrants that were served at both locations, starting around 6:40 p.m. Tuesday
Officers first raided the Court Street address, where Seymour said police had ” received a multitude of tips related to chronic nuisance issues to suspected drug use and sales. ”
Seven Prineville residents were detained there and arrested on various charges, while some stolen property was recovered, along with user amounts of heroin and methamphetamine, Seymour said.
The house had no power or water service, he said, and drug paraphernalia was strewn throughout the house, referred to by many of its visitors as the ” Trap House. ”
Those arrested included:
-Dustin Scott Collins, 24, held without bail on a probation violation, also charged with frequenting a place where controlled substances are used.
-Nathan James Ellis White, 34, also held without bail on a probation violation, also charged with frequenting and drug possession.
-Jenna Rae Campbell, 20, charged with frequenting and drug possession.
-Jessica Ella Diane Verhein , 26, charged with frequenting and drug possession.
-Ryan Jay Huber, 26, held without bail on a probation violation, also charged with frequenting.
-David Robert Post, 30, held without bail on a probation violation, also charged with frequenting.
– Eimile Renee Cork, 26, charged with frequenting and drug possession.
During the raid at the home on First Street, Heidi Marie Luna, 53, was arrested and held without bail on six confirmed Crook County warrants.
” This investigation is ongoing and property is still being sought out, ” Seymour said. ” If you unknowingly purchased property from a Rhiley Small or a FB page under his hip-hop artist name of ” Rhiley Dub Casteel (R-Dub) ” in the last week, please call Prineville PD and speak with Detective Kathryn Bottoms or Case Agent, Officer Thomas Vollmer . ”
Prineville police were assisted in the investigation by Crook County sheriff’s deputies and jail staff, Seymour said.
” PPD also wants to thank our Prineville Public Works team for setting us up with power and lighting equipment, ” he added.
