Guatemalan man living in Culver sentenced to federal prison for sexual abuse

EUGENE, Ore. (KTVZ) — Leonias Juber Ramos-Garcia, a 26-year-old Guatemalan national unlawfully residing in Culver, Oregon, was sentenced yesterday to federal prison. The sentencing came after he traveled across state lines to sexually abuse a minor victim.

Ramos-Garcia received a sentence of 30 months in federal prison, followed by 5 years of supervised release.

Ramos-Garcia pleaded guilty on November 18, 2025, to traveling with intent to engage in illicit sexual conduct. Court documents detail his actions in early 2025, which began in February when he gave the minor victim a note with cash and expressed affection.

In March 2025, Ramos-Garcia sent sexually explicit messages to the minor and booked a hotel in Central Oregon where he sexually abused the victim. He then traveled from Oregon to Washington in April 2025, securing a second hotel for further abuse of the victim.

U.S. Attorney Scott E. Bradford for the District of Oregon announced the sentencing. The case was prosecuted by William M. McLaren, Assistant U.S. Attorney for the District of Oregon.

The investigation was a collaborative effort, led by Homeland Security Investigations (HSI) and the Federal Bureau of Investigation (FBI). They received assistance from the Drug Enforcement Administration (DEA) and ICE Enforcement and Removal Operations.

This case was brought as part of Project Safe Childhood, a nationwide initiative launched by the Department of Justice in May 2006. The initiative aims to combat the growing epidemic of child sexual exploitation and abuse.
