Madras City Administrator selection process narrows to three finalists

MADRAS, Ore. (KTVZ) -- The City of Madras has identified three finalists for its next City Administrator position, advancing Brenda Fahey, Maurice Henderson II and Jody Yates to the final stage of the selection process. This announcement sets the stage for a public meet and greet on June 10, 2026 and final interviews on June 11, 2026.

The selection process follows a comprehensive recruitment and evaluation conducted by Prothman, the City's executive recruitment consultant. The Madras City Council authorized the advancement of these candidates to the final phase of hiring.

Fahey currently serves as Assistant City Manager and Human Resources Director for the City of The Dalles, Ore. Henderson II is a Partner and Co-Founder of Two Degrees, a management consulting firm. Yates works as the Maintenance Operations Group Director for the City of Portland Bureau of Transportation.

The public will have an opportunity to meet the finalists at a City Administrator Finalist Meet and Greet. The event is scheduled for Wednesday, June 10, 2026, from 6:00 to 7:30 p.m. at Initiative Brewing, located at 715 SW 4th Street in Madras, Ore. Attendees can meet the candidates, listen to brief remarks, ask questions and provide feedback using comment cards distributed by Prothman. The City Council will review this feedback during its deliberation process.

Final interviews for the candidates will take place on Thursday, June 11, 2026, at Madras City Hall. The interview process will involve panels comprising City Council members, staff and external stakeholders.

In compliance with Oregon Public Meetings Law, the City Council interviews and subsequent deliberations concerning the selection process will be conducted in executive session and will not be open to the public.

The City of Madras expressed its appreciation for the community's interest and engagement throughout the recruitment process.

Following the interviews and deliberation, the City Council may identify a preferred candidate. The City's representatives would then be directed to begin contract negotiations. Any proposed employment agreement would be presented to the City Council for approval at a public meeting.
