UNITED NATIONS (AP) — The war in Ukraine has put a spotlight on the U.N. Security Council’s failure to stop Russia’s aggression and carry out its mandate to ensure international peace and security. That paralysis produced a demand from Ukraine’s president: Radically reform global security. At the heart of the Security Council’s inaction is Russia’s veto power. Ukrainian President Volodymyr Zelenskyy said Tuesday in his first ever address to the council that the U.N.’s most powerful body needs to make decisions to restore peace in Ukraine. He said it could either remove Russia so it couldn’t block council action for its aggression, or reform itself.
