Ballot returns low for Deschutes County special election

As of Monday, fewer than 23% of Deschutes County ballots have been returned for Tuesday's special district election. County Clerk Nancy Blankenship says that's unfortunate, as the school, park, fire and other boards on the ballot have a direct impact on everyone's lives.
