Why no Amber Alert was issued for three Wash. girls later found dead

OLYMPIA, Wash. (KIRO) -- Three young sisters who were reported missing in Wenatchee after a visit with their father were found dead. Their father, on the run, is accused of murder.

This after Washington State Patrol issued a missing and endangered persons alert, but not the more urgent Amber Alert. Should the criteria be changed or broadened?
