Pay it Forward: ‘Top Shelf Elf’ for Toys for Tots

This month's Pay it Forward $500 winner is Mark Wirges, the 'top shelf elf' at the Marine Corps League's Toys for Tots in Bend, which received and distributed more than 12,000 Christmas toys to families in need on the High Desert and points east.
