New superintendent named at Deer Ridge prison

Colette Peters, director of the Oregon Department of Corrections, recently announced the appointment of superintendents to lead three Oregon state prisons, including Deer Ridge Correctional Institution near Madras.

Named were Joe Decamp as superintendent of Columbia River Correctional Institution (CRCI) in Portland; Rick Angelozzi as superintendent of Deer Ridge Correctional Institution (DRCI) in Madras; and Steve Brown as superintendent of Warner Creek Correctional Facility (WCCF) in Lakeview.

DeCamp had been the superintendent of DRCI since 2008. A 22-year DOC veteran employee, DeCamp began his career as a correctional officer at Oregon State Penitentiary, eventually working his way up the ranks to superintendent. He holds a bachelor’s degree in corrections from Western Oregon State College.

Angelozzi had been the superintendent of WCCF since 2009. He started his career with the department in 2001 after serving 23 years with the U.S. Navy. He holds a master’s degree in business administration from the University of Phoenix and a bachelor’s degree in sociology from Saint Leo University.

Brown had been the DOC pharmacy and medical stores manager at Snake River Correctional Institution in Ontario since 2007. He has spent the past 10 years in state government, holding positions with the Oregon Department of Transportation and Oregon Department of Human Services prior to joining DOC. Brown holds a bachelor’s degree in forest recreation resource management from Oregon State University.

“These three professionals bring a collective wealth of experience and skills that will benefit our prisons and the agency,” said DOC Director Peters. “They have proven leadership skills, are dedicated to the department’s mission, and value partnerships that bolster our rehabilitation efforts.”

DOC employs 4,300 staff members at 14 institutions and several centralized support facilities throughout the state.

It houses more than 14,000 offenders who have been convicted of felony crimes and sentenced to more than 12 months of incarceration. Its mission is to promote public safety by holding offenders accountable for their actions and reducing the risk of future criminal behavior.

CRCI is a minimum-custody facility in northeast Portland that houses nearly 600 inmates who are within four years of release. It provides a range of correctional services and programs that include alcohol and drug treatment, pre-release and transitional services, adult education, and work opportunities. CRCI opened in September 1990 .

DRCI is Oregon’s newest prison, located just east of Madras in central Oregon.

The prison is comprised of a 773-bed minimum-security facility, and a 1,228-bed medium-security facility, however, the medium-security facility is not receiving inmates at this time.

It provides a range of correctional services and programs that include alcohol and drug treatment, cognitive programming, adult education, mental health treatment, and work opportunities. DRCI minimum opened in December 2007 .

WCCF is a minimum-custody facility in Lakeview that houses approximately 400 inmates who are within four years of release. It provides a range of correctional services and programs that include adult education, transitional services, religious services, and work opportunities. WCCF opened in September 2005 .
