Two La Pine men arrested in NE Bend carjacking

Two La Pine men were arrested on carjacking and other charges Monday, accused in an early-morning robbery of a car at knifepoint in northeast Bend, police said.

It was the second carjacking in Central Oregon in 10 days – and coincidentally, the second suspect in that Prineville crime was apprehended in Redmond Sunday night, police said.

Bend officers were called around 3:10 a.m. Monday to the area of 1430 Northeast Boston Place on the reported robbery of a car from a Bend man and woman at knifepoint, said Lt. Nick Parker.

Officers found the reported stolen car, a white Toyota Camry, traveling near Southeast 15 th Street and Reed Market Road. Parker said they conducted a high-risk (guns drawn) traffic stop and arrested Jason Paul Blaylock, 35, of La Pine, who had illegal drugs in his possession.

An investigation identified Robert Ray Kuper, 33, also of La Pine, as a second suspect in the robbery, Parker said. He was found and arrested shortly after 10 a.m. at Ray’s Food Place in La Pine.

The female carjacking victim is known to Blaylock, Parker said, adding that “this was not a random car theft.” No injuries were reported, and the stolen car was recovered.

Blaylock faces charges of first- and second-degree robbery, first-degree theft, criminal conspiracy, unauthorized use of a motor vehicle, drug manufacture, possession and delivery. He was held without bail on a probation violation charge. Kuper was jailed on first-degree robbery (carjacking) and criminal conspiracy.

Meanwhile, Redmond police arrested Michael Shrauger, 25, shortly after 8 p.m. Sunday in a case unrelated to the Feb. 20 carjacking in Prineville for which an arrest warrant had been issued.

Redmond police Lt. Keith Knight said Shrauger provided a false name at the time of his arrest and was not positively identified until later. He was jailed in Bend on charges of trespass, drug (meth and heroin) possession, manufacture and delivery, ID theft, giving false information to police and two out-of-county warrants.
