Talks between Serbia and Kosovo break down again. The EU says their hopes of joining are at risk

BRUSSELS (AP) — The leaders of Serbia and Kosovo have failed again to make progress in talks meant to improve their testy ties. European Union foreign policy chief Josep Borrell says further delays could imperil their hopes of joining the bloc. Borrell says Kosovo Prime Minister Albin Kurti was mainly to blame for Thursday’s breakdown. Serbian President Aleksandar Vučić also blamed Kurti. But Kosovo’s leader blamed Vučić and accused the EU negotiating team of favoritism. Borrell said he would report back to EU governments and work out what to do next. He urged both parties to help ease tensions and hold new elections in northern Kosovo soon. Borrell lamented: “I am sorry to say we are running out of time.”
