Task force tip leads to raid, arrest of Bend man on child pornography charges

BEND, Ore. (KTVZ) -- A tip from a national task force that fights online child abuse and exploitation led to the arrest Tuesday of a 42-year-old Bend man accused of uploading dozens of child pornography photos and videos, police said

Bend Police detectives received information on April 22 from the Internet Crimes Against Children Task Force regarding a Bend resident who had over the past year uploaded at least 26 images and videos online depicting children in sex acts, Investigations Lt. Adam Juhnke said.

Further investigation determined that more than 36 images or videos were involved that has led to charges against Richard Allen Stalford, Juhnke said.

Around 10:45 a.m. Tuesday, police officers and detectives contacted Stalford near the intersection of Southeast Third Street and Wilson Avenue. He was taken into custody and brought to Bend police headquarters.

At the same time, police officers and detectives executed a search warrant at Stalford's apartment on Reed Lane. Juhnke said evidence seized during the warrant.

Stalford was taken to the Deschutes County Jail booked on 36 counts of first-degree encouraging child sex abuse, as well as probation violation, for which he was held without bail.

Four years ago, Stalford was convicted of private indecency, endangering the welfare of a minor and attempting to commit a felony. He was sentenced to six months in jail, five years probation and sex offender treatment.
