Crook County School Board announces three finalists to be next superintendent; public forum set

PRINEVILLE, Ore. (KTVZ) - The Crook County School Board is pleased to announce the selection of three finalists for the position of superintendent.

After a thorough and rigorous selection process, the board has identified the following candidates:

  • Casey Hallgarth: Superintendent./Principal, Prairie City School District #4, Oregon
  • Dr. Melissa Skinner:  Executive Director of Leadership, Ector County Independent School District - Odessa, Texas
  • Dr. Robert Waite: Superintendent, Shoshone School District - Shoshone, Idaho

These three finalists have demonstrated outstanding qualifications, leadership experience, and a strong commitment to education. The board believes that each candidate brings unique perspectives and strengths that align with the district's vision for excellence in education.

"We are excited to introduce our three finalists to the Prineville community and engage in meaningful conversations about the future of our school district," said school board member Cheyenne Edgerly. "Each candidate brings a wealth of experience and expertise to the table, and we look forward to gathering valuable feedback from our community as we make this important decision."

The candidates will visit Prineville on Monday, March 4th, for a series of engagements with the community, staff and students. The visitation day will end with a public form, allowing community members to interact with each finalist, ask questions, and learn more about their vision for the district. The board encourages all stakeholders, including parents, teachers, staff, and community members, to attend and participate in this important event.

Public Forum Details

  • When: Monday, March 4th
  • Where: Barnes Butte Elementary School Gym
  • Time: 4pm - 5:30pm 

Each candidate will offer a 30-minute presentation starting at 4pm, followed by an informal meet-and-greet event where members of the community can speak directly with candidates, ask questions, and learn more about their background and experience.  

Dr. Melissa Skinner

Dr. Melissa Skinner holds a Ph.D. in Education and has a strong background in curriculum development, instructional coaching, and program management. She’s held leadership roles as Chief Academic Officer and Deputy Superintendent, overseeing district-wide operations and implementing strategies to support student learning. Dr. Skinner believes in fostering meaningful connections and staying ahead of emerging educational trends to ensure the best experience for students and staff. She is currently the Executive Director of Leadership for Ector County Independent School District in Odessa, Texas. 

Casey Hallgarth

Casey Hallgarth holds a Master of Arts in School Leadership and is currently working on his doctorate in education through the University of Oregon. Hallgarth spearheaded a strategic vision at Prairie City School District #4, accelerating a five-year plan to fruition in just three years, showcasing exceptional vision and execution. Hallgarth's focus on engagement and a culture change has resulted in growing student enrollment, exemplary graduation rates, and securing significant grants for program enhancements. He currently serves as Superintendent and Principal of Prairie City School District in Grant County, Oregon. 

Dr. Robert Waite

Dr. Robert Waite brings over two decades of experience in public education and holds both a Ph.D. in Education and a Master's in Business Administration. Serving as Superintendent for both the Shoshone and Echo School Districts, Waite has orchestrated turnarounds, elevated academic standards, and fostered collaborative environments. Both districts experienced improvements in test scores, financial stability, and community relations. Throughout his tenure, Dr. Waite has consistently demonstrated steadfast dedication to student success, community engagement, and sustainable educational practices. He’s been superintendent for the Shoshone School District in Shoshone, Idaho, since 2010.
