Bend ceremony marks 75th anniversary of ‘V-J Day,’ the end of World War II

Veterans and their families -- including Pearl Harbor survivor Richard Higgins -- law enforcement and others gathered Wednesday morning at the Bend Heroes Memorial for a special ceremony to mark the 75th anniversary of "V-J Day," the end of World War II.
