COIC executive director Spreadborough stepping down
Central Oregon Intergovernmental Council Executive Director Andrew Spreadborough announced plans to resign at the COIC Board of Directors meeting last Thursday.
Spreadborough has served as COIC’s executive director since March of 2013.
COIC Board Chair Jason Carr expressed gratitude for Spreadborough’s leadership over the years. “Andrew has taken COIC to the next level, and I appreciate his contributions to our success. He has helped COIC become a more influential and effective organization in our region. The Board of Directors wish him well.”
During his tenure as executive director, Spreadborough guided the organization through significant staff and program growth as well as implementing administrative improvements that reduced costs and increased organizational efficiency.
Notable accomplishments during Spreadborough’s tenure include the development of a partnership in 2015 between COIC, OSU Cascades, City of Bend, St. Charles Health System, Deschutes County, ODOT, and Central Oregon Community College to expand Cascades East Transit services in Bend by over 30 percent.
Spreadborough also shepherded COIC through its first strategic planning process in 2015, identifying the need for collaborative leadership opportunities, marketing and building awareness of the organization, and pursuing stable funding for COIC’s key programs like WorkSource and Cascades East Transit. Andrew Spreadborough has served in various capacities with COIC for seventeen years.
“I want to thank the COIC staff and Board of Directors for the opportunity to lead COIC through a very exciting time,” said Spreadborough. “I have enjoyed my time at COIC, and I know I am leaving a very strong, vibrant organization that will continue to provide excellent services to our region into the future. I am grateful to the COIC Board and staff for a productive period of growth and change, and feel confident about the staff and leadership team that I have built.”
The COIC Board of Directors will launch a national search for a new executive director in late June. An Interim Executive Director is to be announced in the coming weeks.
As the region’s Council of Governments, Central Oregon Intergovernmental Council provides service to the counties of Crook, Deschutes, and Jefferson as well as to the cities of Bend, Culver, La Pine, Madras, Metolius, Prineville, Redmond, and Sisters.
COIC provides workforce development, economic development and public transportation services. Cascades East Transit, operated by COIC, runs a fixed-route service in Bend, community connector shuttles, general public Dial-A-Ride services in Redmond, La Pine, Prineville, Sisters, and Madras, flex-route service in Warm Springs, as well as recreational routes like Ride the River and the Mt. Bachelor shuttle.
