Deschutes County opens Cascade Lakes Highway early due to warm winter

BEND, Ore. (KTVZ) -- The Deschutes County Road Department has announced the opening of Cascade Lakes Highway and Paulina Lake Road for the season, a move expedited by the area's unusually warm winter and minimal snowfall.
